English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in England reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for selling playing fields and land to support their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils seeking to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (60%) of local leaders said they would prioritise restructuring services and utilising financial reserves to weather increasing financial challenges.”

Specific Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a retail complex in a local town and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise local levies next April to address the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both improved services and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Projections

Research of county councils recently also found local finances being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit £4.4bn a year by 2029, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Shortfalls

According to the latest indices of deprivation (IMD) for English councils, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the extent of difficulties facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey revealed.
